These two question types look the same to me. How can I tell the difference?

Yep, you're right - they do look very similar. The difference is that Verb Tense Questions have same verb in a different tense in every answer choice. Subject-Verb Agreement Questions also have the same verb in every answer choice - but two of them will be in the SAME tense, with different numbers (singular/plural). This is mentioned in the SAT Reading & Writing Mastery course.
